As mentioned before, this is the lower of the hill's trig. points, both of which are lower than the Stone itself.
If you've only been as far as this pillar, you haven't been to the top!

The River Wyre reaches the sea at Fleetwood, at the end of the north coast of the Fylde, visible to the right of the pillar.
