I was puzzled by the resemblance of the winged figure on the orb (as the previous image shows, it's a statue on a plinth, on a statue on a plinth) to that on Berlin's Siegessäule, until remembering that she's the Classical Roman personification of Victory, Victoria. Obvious, really.
