As the sign says, this advertises the popular festival held each year in Wray. For the week preceding the May Bank Holiday and Village Fair, most front gardens in Wray are occupied by scarecrows. I don't think there's been a unifying theme before, but this year it's the football World Cup, with each street representing a specific continent.
I suspect (without evidence!) that the half-buried stonework might have been associated with the c.1650s Old Toll House on the other side of the main cross-country (Lancaster-Ripon) coaching road (now the A683).
